When the SendData job is not able to transfer all data in one session, it blocks further transfer of data. Next time it tries to transfer data, it will give error "Unable to start job "SendData" because the max concurrent limit was reached." Also seen with "Job SendLicpollData is already running. It cannot be started again until it has finished." and similar specific jobs. Now it will only transfer data the first time SendData is run and gives error all the remaining attempts to transfer data.
