This patch fixes the following issues:
- handling of offline linger licenses in Flex
- getting license files from license-dir configuration
- recognize $license-server variable in GreenHills
- features with the same name, version, and expiry date but has counted and uncounted licenses in
Flex
- handling of date format arrangement in DSLS
- sending of licpollcomplete data for version 6.5.0.22
- failed collection of licpollcomplete at the start of the client service by setting
"jump-start=false" in collector-licpollcomplete.oconf

openit_licpoll.exe, openit_microclient.exe, and openit_microclient.exe.sign are updated.
ConfBuilder.conf is updated if the installed version is 6.5.0.22.
collect-license-licpollcomplete.oconf is replaced by collector-licpollcomplete.oconf.
