This patch updates openit_client.exe to fix the issue where it resets all jobs every time it
re-configures after receiving dist files from server leading to frequent run of jobs.

This patch also adds an option to the protocol.xml for disabling the status check on the client's
network listener thread.

Detailed Description: This patch fixes the issue on sending files from client to server. It has been
detected that the files are only sent on restart and the succeeding schedule fails to send the data.
The modification applied in openit_client.exe fixes this issue and send the files on schedule.
