General Description: This patch includes fix for handling applications with arguments in Windows (LO standalone). It also includes fix for the multiple instances of disabler for applications with arguments issue. Detailed/Technical Description: LO Standalone (freezemon) had a problem in getting the command line arguments of each process in Windows, resulting to an error if the application indicated in the configuration contains arguments. UsageAnalyzer, on the other hand, had a problem providing the correct process information to freezemon after the freezemon fix. This caused the multiple instances of disabler for applications with arguments. This patch contains fixes for both freezemon and usageanalyzer.
