Fix:
-Fixes handling of concurrent and named users

In Licpoll - DSLS checkout time, Concurrent user uses "granted since" while Named user uses "last
use at".

Adds support for collection of DSLS licenses using the DSLicSrv.exe status binary and AltairLM using
almutil.

Fix:
 - Added Italian Month names.
 - Support new date format for DSLS.

Manually set
   licpoll.license-type.dsls.active=true
   licpoll.license-type.altair.active=true
licpoll.license-type.altair.license-server and licpoll.license-type.altair.status-command
accordingly

Fix:
-Fix warning issue when polling.
-Fix timeout and unreasonable checkout time

Adds support for collection of Altair licenses using the
 almutil.exe status binary.
