Licpoll will check if the same license file is being collected multiple times for the same license
type and skip collection if a license file is done multiple times.

The licpoll collector will now also automatically turn on collection of LicPollComplete
logs (full lmstat and license files) when it sees
 - features that switch names (but not handle id) betwen pollings
 - there are mismatch of features between license file and lmstat output
in addition to the already 
 - max use in lmstat is higher than max available for a feature defined in license file
